The current Highfill water system began as a dream in the 1990s. Construction was started in 1999 and finished in 2002 by the Rural Development Authority, commonly called the RDA. The RDA owned the system for the early years. The Town of Highfill made the decision to purchase the system and finalized the purchase of the system at the end of 2004. And the new Northwest Arkansas Childrens Shelter.
